價(jia)格治理(li)(li)是宏(hong)觀經(jing)濟治理(li)(li)的(de)重要內容。為(wei)進一步深(shen)化價(jia)格改革(ge),完善價(jia)格治理(li)(li)機制,經(jing)黨中央、國(guo)務院同(tong)意,現提(ti)出如下意見。
一、總(zong)體(ti)要(yao)求(qiu)
堅持(chi)以(yi)習近平(ping)新(xin)(xin)時代(dai)中(zhong)(zhong)國特色社會(hui)主義(yi)思(si)想為指(zhi)導,深(shen)入(ru)貫(guan)徹黨的二十大和二十屆二中(zhong)(zhong)、三中(zhong)(zhong)全(quan)會(hui)精神(shen),完整(zheng)準確全(quan)面(mian)貫(guan)徹新(xin)(xin)發(fa)展(zhan)理(li)念(nian),堅持(chi)以(yi)人民為中(zhong)(zhong)心的發(fa)展(zhan)思(si)想,堅持(chi)穩中(zhong)(zhong)求進工(gong)作總(zong)基調(diao),圍繞充分發(fa)揮市(shi)場(chang)在資源配置中(zhong)(zhong)的決定性作用(yong)、更好發(fa)揮政府作用(yong),健全(quan)市(shi)場(chang)價格(ge)形成機(ji)制(zhi),創新(xin)(xin)價格(ge)引導機(ji)制(zhi),完善價格(ge)調(diao)控機(ji)制(zhi),優化(hua)市(shi)場(chang)價格(ge)監管機(ji)制(zhi),加快構建市(shi)場(chang)有(you)(you)效、調(diao)控有(you)(you)度、監管科(ke)學的高(gao)水平(ping)價格(ge)治理(li)機(ji)制(zhi),提高(gao)資源配置效率,提升宏觀經(jing)濟治理(li)水平(ping),更好服務中(zhong)(zhong)國式現代(dai)化(hua)建設。
工作中要做到:堅(jian)持社會主義市(shi)(shi)(shi)(shi)場經(jing)濟改革方向,能由市(shi)(shi)(shi)(shi)場形成價(jia)格(ge)的都交(jiao)給(gei)市(shi)(shi)(shi)(shi)場,促進先進優質(zhi)生產要素高(gao)效(xiao)(xiao)順暢流動,有效(xiao)(xiao)服務(wu)全(quan)國統(tong)一大市(shi)(shi)(shi)(shi)場建設。堅(jian)持系(xi)統(tong)觀(guan)念、綜(zong)合施策,統(tong)籌國內國際兩(liang)(liang)個市(shi)(shi)(shi)(shi)場兩(liang)(liang)種資源,兼顧上下游各環節,強化(hua)各領域改革協同聯(lian)動,實現(xian)價(jia)格(ge)合理(li)形成、利益協調共享、民生有效(xiao)(xiao)保障、監管高(gao)效(xiao)(xiao)透(tou)明。堅(jian)持問題導向、改革創新,聚焦重點領域和關(guan)(guan)鍵(jian)環節,有效(xiao)(xiao)破(po)解價(jia)格(ge)治(zhi)理(li)難點堵點問題,使(shi)價(jia)格(ge)充分(fen)反映(ying)市(shi)(shi)(shi)(shi)場供求(qiu)關(guan)(guan)系(xi),增強價(jia)格(ge)反應靈活性。堅(jian)持依法治(zhi)價(jia),完善(shan)價(jia)格(ge)法律法規,提升(sheng)價(jia)格(ge)治(zhi)理(li)科學化(hua)水平,規范(fan)經(jing)營主體價(jia)格(ge)行為。
二、健全促進資源高效配置的市場(chang)價(jia)格形(xing)成機制
(一(yi))深(shen)(shen)化(hua)(hua)價(jia)(jia)(jia)格(ge)(ge)(ge)市(shi)場(chang)(chang)化(hua)(hua)改革(ge)(ge)。分品(pin)種、有(you)節(jie)奏推(tui)(tui)進(jin)各(ge)類(lei)電(dian)源上(shang)網電(dian)價(jia)(jia)(jia)市(shi)場(chang)(chang)化(hua)(hua)改革(ge)(ge),穩妥有(you)序推(tui)(tui)動電(dian)能量價(jia)(jia)(jia)格(ge)(ge)(ge)、容量價(jia)(jia)(jia)格(ge)(ge)(ge)和輔助(zhu)服(fu)務價(jia)(jia)(jia)格(ge)(ge)(ge)由(you)市(shi)場(chang)(chang)形成,探索建立促進(jin)改革(ge)(ge)平穩推(tui)(tui)進(jin)的(de)(de)配套制度。健(jian)全跨省跨區送(song)電(dian)市(shi)場(chang)(chang)化(hua)(hua)價(jia)(jia)(jia)格(ge)(ge)(ge)形成機制。加快完(wan)善電(dian)網代理購電(dian)制度,推(tui)(tui)動更多工商(shang)業用(yong)戶直接參與市(shi)場(chang)(chang)交(jiao)易。進(jin)一(yi)步完(wan)善成品(pin)油定價(jia)(jia)(jia)機制,深(shen)(shen)化(hua)(hua)天(tian)然氣價(jia)(jia)(jia)格(ge)(ge)(ge)市(shi)場(chang)(chang)化(hua)(hua)改革(ge)(ge)。加快完(wan)善煤炭市(shi)場(chang)(chang)價(jia)(jia)(jia)格(ge)(ge)(ge)形成機制。鼓勵供需雙方按照市(shi)場(chang)(chang)化(hua)(hua)原則協商(shang)確定水(shui)(shui)(shui)利(li)工程供水(shui)(shui)(shui)價(jia)(jia)(jia)格(ge)(ge)(ge),積極推(tui)(tui)進(jin)新(xin)建水(shui)(shui)(shui)利(li)工程提(ti)前明確量價(jia)(jia)(jia)條件。放(fang)開具備競(jing)爭條件的(de)(de)民航國內(nei)航線旅客(ke)運輸(shu)價(jia)(jia)(jia)格(ge)(ge)(ge)。
(二(er))加(jia)快重點領域(yu)市(shi)(shi)(shi)場建(jian)設(she)。推(tui)進重要商品(pin)現(xian)貨(huo)(huo)、期(qi)貨(huo)(huo)市(shi)(shi)(shi)場建(jian)設(she),優(you)化期(qi)貨(huo)(huo)品(pin)種上(shang)市(shi)(shi)(shi)、交(jiao)易(yi)、監管等規(gui)則,夯實市(shi)(shi)(shi)場形成價格的基礎。有序發(fa)展油(you)氣、煤炭等交(jiao)易(yi)市(shi)(shi)(shi)場。完(wan)善多(duo)層(ceng)次電力(li)(li)市(shi)(shi)(shi)場體(ti)系,健全交(jiao)易(yi)規(gui)則和技術標(biao)準,推(tui)進電力(li)(li)中(zhong)長期(qi)、現(xian)貨(huo)(huo)、輔助服務市(shi)(shi)(shi)場建(jian)設(she),培育(yu)多(duo)元化競爭(zheng)主體(ti)。完(wan)善售電市(shi)(shi)(shi)場管理(li)制(zhi)度。
(三)營造(zao)競爭有序(xu)市(shi)場(chang)環境。廢止(zhi)(zhi)妨(fang)礙全國統一大市(shi)場(chang)建(jian)設(she)和公(gong)平(ping)競爭的(de)價格政(zheng)策,防(fang)止(zhi)(zhi)政(zheng)府對價格形成的(de)不當干預(yu)。營造(zao)有利于價格有效(xiao)形成的(de)市(shi)場(chang)環境,促(cu)(cu)進電網公(gong)平(ping)接入,推動(dong)油氣管(guan)網設(she)施公(gong)平(ping)開(kai)放(fang)、鐵路線路互聯互通,加(jia)快健(jian)全鐵路、公(gong)路、水運、民航等各種運輸方式(shi)協同銜接的(de)多(duo)式(shi)聯運服務體(ti)系;有效(xiao)規(gui)范(fan)自然壟斷企(qi)業(ye)經(jing)營范(fan)圍,防(fang)止(zhi)(zhi)利用壟斷優勢向上下(xia)游競爭性環節(jie)延伸(shen)。加(jia)強輸配電、天然氣管(guan)道運輸等網絡(luo)型(xing)自然壟斷環節(jie)價格監管(guan)。規(gui)范(fan)藥品價格形成,推動(dong)企(qi)業(ye)誠信經(jing)營,促(cu)(cu)進價格公(gong)開(kai)透明、公(gong)平(ping)合理。
三、創新服務重點(dian)領域發(fa)展和安(an)全的(de)價格引導機(ji)制
(四)完善促進(jin)糧(liang)食(shi)和重(zhong)要(yao)農(nong)(nong)產(chan)品穩(wen)(wen)定(ding)安全供給的農(nong)(nong)業價(jia)格政策。健(jian)全價(jia)格、補(bu)貼(tie)、保(bao)(bao)險等政策協(xie)同的種(zhong)(zhong)糧(liang)農(nong)(nong)民收益保(bao)(bao)障(zhang)機(ji)(ji)制,完善稻谷、小麥最低收購(gou)價(jia)和玉米、大豆生產(chan)者(zhe)補(bu)貼(tie)等政策。優化棉花(hua)目標(biao)價(jia)格政策。穩(wen)(wen)定(ding)政策性生豬(zhu)保(bao)(bao)險供給,鼓勵地方(fang)因地制宜探(tan)索開展蔬菜等品種(zhong)(zhong)保(bao)(bao)險。深(shen)入推進(jin)農(nong)(nong)業水價(jia)綜合改革,持續完善化肥等農(nong)(nong)資保(bao)(bao)供穩(wen)(wen)價(jia)應對機(ji)(ji)制。完善承包地經營(ying)權流轉價(jia)格形成機(ji)(ji)制。
(五(wu))健全(quan)促(cu)進綠(lv)(lv)色(se)低碳轉型的(de)能源(yuan)價(jia)格(ge)(ge)政策(ce)。建(jian)立健全(quan)天然氣發電(dian)、儲(chu)能等調節性資(zi)源(yuan)價(jia)格(ge)(ge)機制(zhi)(zhi),更好(hao)發揮對構建(jian)新(xin)型電(dian)力(li)系統的(de)支撐作(zuo)用。完善新(xin)能源(yuan)就近(jin)交易(yi)價(jia)格(ge)(ge)政策(ce),優化增量配電(dian)網(wang)價(jia)格(ge)(ge)機制(zhi)(zhi)。綜合考(kao)慮能耗、環保水(shui)平等因素,完善工(gong)業(ye)重點領域(yu)階梯電(dian)價(jia)制(zhi)(zhi)度。以全(quan)國碳排放權交易(yi)市場為(wei)主(zhu)體,完善碳定價(jia)機制(zhi)(zhi)。探索有(you)利于促(cu)進碳減排的(de)價(jia)格(ge)(ge)支持政策(ce)。完善全(quan)國統一的(de)綠(lv)(lv)色(se)電(dian)力(li)證書(shu)交易(yi)體系。建(jian)設(she)綠(lv)(lv)色(se)能源(yuan)國際標準和認證機制(zhi)(zhi)。
(六)健全(quan)(quan)促進(jin)可持(chi)續發展(zhan)的(de)公用(yong)事(shi)業價(jia)(jia)(jia)格(ge)機(ji)(ji)制(zhi)(zhi)。明確政(zheng)府投入和(he)(he)使用(yong)者付費(fei)(fei)的(de)邊(bian)界,強化企業成本約束(shu)和(he)(he)收益(yi)監管(guan),綜合評估成本變化、質量(liang)安全(quan)(quan)等(deng)因素,充分考慮群眾承受能力,健全(quan)(quan)公用(yong)事(shi)業價(jia)(jia)(jia)格(ge)動態調整機(ji)(ji)制(zhi)(zhi)。深入推進(jin)天然氣上下游價(jia)(jia)(jia)格(ge)聯(lian)動。深化城鎮供(gong)熱(re)價(jia)(jia)(jia)格(ge)改革。加快推進(jin)供(gong)熱(re)計(ji)(ji)量(liang)改造(zao),有序(xu)推行供(gong)熱(re)計(ji)(ji)量(liang)收費(fei)(fei),公共建(jian)筑和(he)(he)新建(jian)居(ju)住建(jian)筑率先實施。優(you)(you)化居(ju)民階梯(ti)水(shui)價(jia)(jia)(jia)、電(dian)價(jia)(jia)(jia)、氣價(jia)(jia)(jia)制(zhi)(zhi)度(du)。推進(jin)非居(ju)民用(yong)水(shui)超定額累進(jin)加價(jia)(jia)(jia)、垃圾處理計(ji)(ji)量(liang)收費(fei)(fei),優(you)(you)化污水(shui)處理收費(fei)(fei)政(zheng)策。因地制(zhi)(zhi)宜健全(quan)(quan)城市地下綜合管(guan)廊收費(fei)(fei)政(zheng)策,完善(shan)差(cha)異(yi)化停車收費(fei)(fei)機(ji)(ji)制(zhi)(zhi)。優(you)(you)化鐵(tie)路(lu)(lu)客運價(jia)(jia)(jia)格(ge)政(zheng)策,健全(quan)(quan)統一的(de)鐵(tie)路(lu)(lu)貨運價(jia)(jia)(jia)格(ge)體系(xi),規范鐵(tie)路(lu)(lu)路(lu)(lu)網收費(fei)(fei)清算。
(七(qi))完善(shan)促進均衡可及(ji)的公共服(fu)(fu)務價(jia)格政(zheng)策(ce)。公辦養老、托育(yu)、醫療機(ji)構基本服(fu)(fu)務收(shou)(shou)費(fei)(fei),實行政(zheng)府指導(dao)價(jia)管(guan)(guan)理(li)(li)(li)。民(min)辦普惠性(xing)(xing)養老、托育(yu)機(ji)構基本服(fu)(fu)務收(shou)(shou)費(fei)(fei),實行政(zheng)府指導(dao)價(jia)管(guan)(guan)理(li)(li)(li)或者設置參考區間等方式加強引導(dao)。加強普惠性(xing)(xing)幼兒園收(shou)(shou)費(fei)(fei)管(guan)(guan)理(li)(li)(li),強化(hua)學(xue)校服(fu)(fu)務性(xing)(xing)收(shou)(shou)費(fei)(fei)和代收(shou)(shou)費(fei)(fei)監管(guan)(guan),建立與財(cai)政(zheng)撥款、資助水(shui)平等相適(shi)應的高中、高等教育(yu)收(shou)(shou)費(fei)(fei)標準動態調整機(ji)制。加強殯葬(zang)服(fu)(fu)務收(shou)(shou)費(fei)(fei)管(guan)(guan)理(li)(li)(li)。
(八)創新促(cu)進數(shu)(shu)(shu)(shu)字(zi)經(jing)濟發展(zhan)的(de)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)價(jia)格(ge)政策(ce)(ce)。建立(li)健全(quan)符合(he)數(shu)(shu)(shu)(shu)字(zi)經(jing)濟發展(zhan)需要的(de)數(shu)(shu)(shu)(shu)據(ju)(ju)市場規(gui)則。加快制定符合(he)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)要素(su)特性(xing)的(de)價(jia)格(ge)政策(ce)(ce),促(cu)進公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)安全(quan)高(gao)效開發利用(yong)(yong)。在公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)授(shou)權運營中,用(yong)(yong)于公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)治理、公(gong)(gong)(gong)(gong)益(yi)事業(ye)的(de)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)產(chan)品和(he)服務有條(tiao)件無償使用(yong)(yong);用(yong)(yong)于產(chan)業(ye)發展(zhan)、行業(ye)發展(zhan)的(de)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)數(shu)(shu)(shu)(shu)據(ju)(ju)產(chan)品和(he)服務有條(tiao)件有償使用(yong)(yong),按照補償成本、合(he)理盈利的(de)原則確定收費標(biao)準(zhun)并動態調整(zheng)。
四、完善促進物價(jia)(jia)保持合理水平的價(jia)(jia)格(ge)調控(kong)機制
(九)加強價(jia)(jia)格(ge)總(zong)水平調(diao)控(kong)。綜(zong)合(he)考(kao)慮總(zong)供(gong)給和總(zong)需求以(yi)及(ji)經(jing)濟增長、市(shi)場預期(qi)、輸入性(xing)影(ying)響等因素,合(he)理確(que)定(ding)價(jia)(jia)格(ge)水平預期(qi)目標,強化宏(hong)觀調(diao)控(kong)導(dao)向作用。統籌擴大內需和深化供(gong)給側(ce)結(jie)構性(xing)改(gai)革,加強價(jia)(jia)格(ge)政(zheng)策與財(cai)政(zheng)、貨幣、產業(ye)、就(jiu)業(ye)等宏(hong)觀政(zheng)策協同(tong)發(fa)力,提升價(jia)(jia)格(ge)總(zong)水平調(diao)控(kong)效能(neng)。
(十)夯實重要(yao)商(shang)品價格(ge)(ge)穩(wen)定基(ji)礎(chu)。著眼產(chan)供儲(chu)銷(xiao)全鏈條,健全促進(jin)市場價格(ge)(ge)穩(wen)定的長效機制。加強產(chan)能調(diao)控,調(diao)整(zheng)優化生產(chan)結構,完善配(pei)套支持政(zheng)策,保持市場供需(xu)基(ji)本平衡和價格(ge)(ge)平穩(wen)運行(xing)。加快(kuai)完善國家儲(chu)備體(ti)系。建(jian)立健全關系國計民生重要(yao)商(shang)品的引導性(xing)價格(ge)(ge)區間調(diao)控制度。
(十(shi)一(yi))強化重(zhong)要(yao)商品(pin)價格(ge)異常(chang)波動(dong)(dong)應(ying)急調控(kong)。統籌(chou)加(jia)(jia)強主要(yao)產(chan)銷區之間、相(xiang)鄰(lin)區域之間重(zhong)要(yao)商品(pin)聯(lian)保(bao)聯(lian)供。優化應(ying)急物流保(bao)障(zhang)體系(xi),保(bao)障(zhang)重(zhong)點運(yun)輸通(tong)道暢通(tong)、運(yun)輸樞紐穩(wen)定運(yun)行。及時有(you)效開展價格(ge)異常(chang)波動(dong)(dong)應(ying)急調控(kong),加(jia)(jia)大儲備調節(jie)力度,加(jia)(jia)強預期(qi)管理、市場監管,引導(dao)價格(ge)平穩(wen)運(yun)行。落實(shi)社會救助和保(bao)障(zhang)標準與物價上漲掛鉤聯(lian)動(dong)(dong)機制,保(bao)障(zhang)困難群眾(zhong)基本生活。
五、優化透明(ming)可(ke)預期(qi)的市場價格監管機制
(十二)規范市場(chang)價(jia)格(ge)行(xing)(xing)(xing)為。強化事前引導預防(fang)和(he)事中(zhong)事后監管(guan),維(wei)護市場(chang)價(jia)格(ge)秩(zhi)序。綜合(he)運用(yong)公告、指南、提醒(xing)告誡、行(xing)(xing)(xing)政指導、成本調查(cha)等(deng)方式,推動(dong)經(jing)營主體依法經(jing)營。防(fang)止經(jing)營者(zhe)以低于(yu)成本的價(jia)格(ge)開(kai)展惡(e)性競爭。對實(shi)行(xing)(xing)(xing)市場(chang)調節價(jia)但(dan)與群眾(zhong)生活(huo)關系密切的少數重要(yao)商品(pin)和(he)服務,探索制定價(jia)格(ge)行(xing)(xing)(xing)為規則、監管(guan)辦(ban)法。
(十(shi)三)強化價格(ge)監(jian)督(du)檢(jian)查(cha)。圍繞(rao)社會關注度(du)高的(de)重要商品和(he)服務,加大(da)價格(ge)監(jian)督(du)檢(jian)查(cha)力(li)度(du),依法(fa)查(cha)處(chu)價格(ge)違法(fa)違規行(xing)為。加強反壟斷(duan)監(jian)管執法(fa),預(yu)防和(he)制止經營者實施壟斷(duan)行(xing)為。強化交通(tong)運輸、旅游、教育、網絡交易等重點領(ling)域價格(ge)收(shou)費行(xing)為監(jian)管,做(zuo)好重點時段(duan)檢(jian)查(cha)巡查(cha)。
(十(shi)四(si))推(tui)進高效(xiao)(xiao)協同共(gong)治。加強(qiang)行(xing)業企(qi)(qi)業自律、社會(hui)監(jian)(jian)督與政府(fu)監(jian)(jian)管(guan)的(de)協同配合,完善多元治理模式。建(jian)立健全(quan)跨部(bu)門聯合監(jian)(jian)管(guan)機制,加強(qiang)線(xian)上(shang)線(xian)下、現(xian)(xian)貨期貨聯動監(jian)(jian)管(guan),形成監(jian)(jian)管(guan)合力。建(jian)立健全(quan)涉(she)企(qi)(qi)收費長效(xiao)(xiao)監(jian)(jian)管(guan)機制。完善價(jia)格社會(hui)監(jian)(jian)督體(ti)系,探(tan)索(suo)在重要商品(pin)現(xian)(xian)貨交(jiao)易(yi)場所、行(xing)業協會(hui)建(jian)立價(jia)格監(jian)(jian)督員制度。推(tui)進價(jia)格信(xin)用(yong)制度建(jian)設,完善價(jia)格信(xin)用(yong)監(jian)(jian)管(guan),依法依規實施失信(xin)聯合懲戒。
六(liu)、強化價格治理基礎(chu)能(neng)力建設(she)
(十五)健(jian)(jian)全價格(ge)監(jian)測(ce)(ce)(ce)預(yu)警體系。優化價格(ge)監(jian)測(ce)(ce)(ce)報告制度(du),豐富監(jian)測(ce)(ce)(ce)品種、創新監(jian)測(ce)(ce)(ce)方式、拓展監(jian)測(ce)(ce)(ce)渠道、提升監(jian)測(ce)(ce)(ce)信息(xi)化水平(ping),健(jian)(jian)全覆蓋國(guo)內外(wai)、產供銷、期(qi)現貨(huo)的監(jian)測(ce)(ce)(ce)分析預(yu)警機制,增強時效性和針對性。完善價格(ge)信息(xi)發(fa)布,穩定市場預(yu)期(qi)。

(十七)完善價(jia)格(ge)(ge)(ge)法律(lv)法規。適應價(jia)格(ge)(ge)(ge)治理需要,加(jia)快修訂價(jia)格(ge)(ge)(ge)法、價(jia)格(ge)(ge)(ge)違法行為行政處罰規定(ding)等(deng)(deng)法律(lv)法規,制定(ding)完善政府定(ding)價(jia)、價(jia)格(ge)(ge)(ge)調控(kong)、價(jia)格(ge)(ge)(ge)監督檢(jian)查等(deng)(deng)規章制度,動態修訂中央和地方(fang)定(ding)價(jia)目(mu)錄。
七、加強組織實(shi)施
完善價(jia)格治(zhi)理機(ji)制必須堅持黨(dang)的(de)(de)全面(mian)領導(dao)和(he)黨(dang)中(zhong)央集中(zhong)統一領導(dao),把(ba)黨(dang)的(de)(de)領導(dao)貫(guan)徹到價(jia)格治(zhi)理工作(zuo)的(de)(de)各(ge)領域(yu)全過程。各(ge)地區各(ge)部(bu)門(men)要高度重視價(jia)格治(zhi)理工作(zuo),切實(shi)(shi)加強組織(zhi)領導(dao),結合實(shi)(shi)際抓好本意見貫(guan)徹落實(shi)(shi)。要認真(zhen)研究工作(zuo)中(zhong)出現(xian)的(de)(de)新(xin)情況(kuang)新(xin)問(wen)題(ti),穩(wen)妥(tuo)有序推進落實(shi)(shi)各(ge)項部(bu)署(shu),合理把(ba)握改革時(shi)(shi)機(ji)和(he)節奏(zou),及時(shi)(shi)總結評(ping)估(gu)并研究完善兜底保障(zhang)政策。要積極回應社會關(guan)切,加強價(jia)格政策解(jie)讀。重大事項及時(shi)(shi)按程序向黨(dang)中(zhong)央、國務院請示報告。
